On February 12, 2025, Haywood Talcove, Chief Executive Officer of LexisNexis Risk Solutions for Government, testified before the U.S. House of Representatives Committee on Oversight and Government Reform’s Subcommittee on Delivering on Government Efficiency

. In his testimony, Talcove addressed the critical issue of fraud, waste, and abuse in government programs, highlighting that since 2003, federal agencies have reported approximately $2.7 trillion in improper payments.

He emphasized the necessity of implementing robust identity verification measures, eliminating self-certification processes, and conducting continuous auditing to prevent fraudulent activities.

Talcove also advocated for updating the 1974 Privacy Act to facilitate better data matching and sharing, which would enhance the government’s ability to detect and prevent fraud.

Haywood Talcove: «My current estimate, between the federal, state, and local governments, is that you could save a trillion dollars a year just by implementing identity verification upfront, eliminating self-certification, and monitoring the post-process of the programs providing the benefits.   1. I have a problem with government giving out any and all «benefits». Whatever they ‘give’, they have to take from someone else. With that said, any money that goes out to any entity must be strictly accounted for. And, although I don’t believe in government handing out any benefits to anyone for any reason, I resoundingly would like to say that if you take a government benefit of any kind, then you must willingly give up your right to privacy so that everyone else can see how much you get and where it goes. Sorry, but if you want a handout, then you have to prove exactly who you are with verified id, possibly even with sworn witnesses and references involved. And, the government must strictly account for every cent you get for your entire life. If you die with assets, they must be sold to repay your personal debt to the rest of us. Otherwise, you, like everyone else in the country should pay a direct tax, apportioned to everyone equally and only for constitutionally allowed expenses. Anything beyond that is theft and ripe for fraud. Any civil servant failing to account for monies, decisions, conflicts of interest, etc., needs to be punished severely with all thier wealth confiscated, and any wealth that had been redistributed to children, friends, charities, trusts, ngo’s, strangers, charities, etc., taken back from them also. Strict controls and measures need to be applied.

  2. That’s just the money it would save. Consider the decline in rape, murder, muggings, robberies, drug overdoses, and government corruption. That would be the real payoff.
