An Illinois woman was allegedly assaulted Aug. 19 while walking to catch a train by an offender who has multiple previous arrests and convictions, according to police and public records.
Kathleen Miles was approaching Union Station when 32-year-old William Livingston allegedly punched her in the face, ABC 7 Chicago reported. Miles said she suffered a concussion and several broken bones in her face.
Miles recounted what followed the incident. “I woke up, and my co-worker was standing above me, saying, ‘You’re OK. You’re in the hospital. You’ve been assaulted,’” Miles said.
Miles told the outlet she passed out upon learning she was assaulted and woke up to find her daughter at her side.
“The next thing I remember is my daughter, Deanna, saying, ‘Hi mama, I’m here. You’re OK,’” she added.
Miles said she was accompanied by a colleague when the alleged assault occurred. Livingston allegedly came in between the two women, shoved them apart and hit Miles in the face, according to the story relayed to her by her colleague.
Livingston has been charged with one count of aggravated battery causing great bodily harm, two counts of aggravated battery in a public place and one count of reckless conduct causing great bodily harm, public records from the Chicago Police Department (CPD) indicate
The recent alleged assault involving Miles is not Livingston’s first arrest, however.
Livingston boasts a lengthy criminal history, including two arrests on battery charges in 2017, a 2018 arrest on two counts of aggravated battery on a peace officer and one count of burglary and 2023 and 2024 arrests for battery charges, according to CPD public records.
Multiple incidents included alleged attacks on women, according to ABC 7 Chicago. Authorities sentenced Livingston to a five-year term behind bars in 2022 for what prosecutors described as punching and trying to steal from four different women within 20 minutes.
The Illinois Department of Corrections (IDOC) said he was released July 26, 2023. He received 112 days of jail credit as well as 91 days of pre-trial sentence credit thanks to taking part in programs, according to the agency.
A judge sentenced him to 100 days behind bars in 2024 for punching a 15-year-old girl, ABC 7 Chicago reported.
Miles said the alleged attack could have been prevented. “It’s 2025, and he’s out. And if he had been held accountable for his actions, then I wouldn’t be sitting here with injuries,” she said.

News of the alleged assault follows a violent holiday weekend in Chicago, where at least 54 people were shot while seven were killed.
Amid the violence, President Donald Trump has expressed a desire to “straighten out” the city.
