EXCLUSIVE — The Republican State Leadership Committee is launching the second phase of its “Republican Roadmap” series targeting battleground states in the 2024 election, with the latest six-figure buy focusing on President Joe Biden‘s economic policies.
The GOP fundraising group’s PAC, which has brought in $47 million this cycle, will run ads in Minnesota, Michigan, Pennsylvania, and Wisconsin. The four states are set to be deciding factors in this year’s presidential election between likely candidates Biden and former President Donald Trump.
The ad, shared exclusively with the Washington Examiner, is titled “Back on Track” and will highlight state Republicans’ work to address the “failed economic policies” of the Biden administration.
“Americans across the country are feeling the pain of failed economic policies coming out of Washington D.C. which has left the middle-class unable to afford basic necessities like gas, groceries, and rent,” RSLC PAC President Dee Duncan said in a statement.
“While Democrats remain committed to reckless spending and tax increases on middle class Americans, state Republicans are fighting back to combat this harmful agenda by supporting tax cuts, increasing opportunities, and expanding measures to slash red tape and make Republican-led states even more competitive,” Duncan continued. “Our Republican Roadmap will help state Republicans hold and reclaim majorities across the country, and we will continue to invest the proper resources needed to achieve this goal.”
The “Back on Track” video follows a memo from the committee from March that showed Republicans were trusted to handle the top three issues among voters more than Democrats. State Republicans were more likely to solve economic problems over Democrats, 49% to 37%.
The RSLC PAC is committed to flipping state legislature chambers in the 2024 election, with the goal to flip less than 10 seats combined in Michigan, Minnesota, and Pennsylvania to retake their respective majorities.
In their first ad, launched in April, the RSLC’s PAC focused on the influx of immigrants at the southern border. The ad ran in Arizona, Georgia, Nevada, and Wisconsin.
“While focusing on inflation/the economy, crime and public safety, and illegal immigration and border security, specific Republican policy proposals are more likely to gain favorable attention than others,” the RSLC’s “Back on Track” press release said. “Focusing on these policy proposals within these three issues will boost our standing with the electorate.”

This is the latest effort by RSLC to push out state Republican agendas to voters ahead of the 2024 election. In March, the RSLC joined two other groups in an eight-figure vote-by-mail initiative in Pennsylvania to “ensure Republican victories,” a strategy long championed by Democrats that, if adopted by the GOP, could have a significant impact in November up and down the ballot.
In a memo sent in March, the RSLC warned GOP candidates not to rely solely on criticizing Biden as a campaign strategy, warning that the tactic caused Republicans to underperform in the 2022 midterm elections. The memo stated that polling shows that while voters are 46% less likely to support a state legislative candidate who supports Biden’s reelection, that number “isn’t large enough of a difference maker” for their state-level campaigns.
