Biden and Canadian Prime Minister Justin Trudeau arrived at the photo area late, after the photo had been taken and world leaders were dispersing, so they were both excluded. A senior U.S. official said the mix-up was due to “logistical” challenges.

“Due to logistical issues, they took the family photo early before all the leaders had arrived. So a number of leaders weren’t actually there when they took the photo,” the senior official said.

Italian premier Giorgia Meloni also did not make the photograph. As the world leaders left the photo area, Meloni was seen talking with Biden and Trudeau.

When asked by reporters if Biden intentionally skipped the photo to avoid standing near Russian Foreign Minister Sergei Lavrov, the official dismissed the idea, stating, “It was just simply logistical issues.”

Chinese President Xi Jinping, Indian Prime Minister Narendra Modi, and British Prime Minister Keir Starmer were some of the world leaders who did make the photo. In the photo, Jinping, Modi, Lula da Silva the President of Brazil, and Anthony Albanese, the prime minister of Australia, were in the front row.

It was not made clear who set the order the leaders were arranged in.
