Republican governors took a huge political risk when they decided to ship migrants into progressive strongholds, but it turned out to be one of the most successful political strategies of 2023. For months, tension has been building between the White House and progressive mayors as they struggle to cope with the flow of migrants. Expect that tension to come to head in the new year.
