A whistleblower claims she was fired after exposing her coworkers for allegedly using her login to issue licenses to illegal immigrants without passing a driving test, according to local reporting.
Melissa Moorman worked as a clerk for the Department of Vehicle Regulation under the Kentucky Transportation Cabinet (KYTC), where she told WDRB in an interview through tears that she liked her job.
Moorman told WDRB that she was previously approached with an opportunity by those coworkers for a “business venture.”
She alleged her coworkers would issue a license to customers with fake documents for a personal cut of $200 — up to five times a day for at least two years, according to WDRB. (RELATED: 11-Year-Old Climber Becomes Youngest American To Scale Alps Matterhorn Peak)
Employees at the Transportation Cabinet sold driver’s licenses to illegal aliens under the table, according to a whistleblower.

“The undocumented workers would come into the office in groups”, Moorman told WDRB in the interview. “They would provide them the permits or the driver’s license illegally, so they would bypass without even taking the test.”
Moorman turned down the “business venture” offer and wrote a letter to KYTC explaining the alleged offer and situation. Three months later in 2025, Moorman was surprised to learn that she was fired, according to WDRB.
Her lawsuit states the two colleagues she reported were fired in 2024, but the investigation was still ongoing in 2025.
“It may have been going on for a couple of years before it was found out,” Moorman told WDRB.
Moorman, who was training to be a supervisor, says her boss requested that she share her password to the system with her coworkers — two of whom allegedly used her account to issue licenses to illegal immigrants, according to WDRB. Moorman was interviewed by a detective before promptly being fired that same day, according to her lawsuit against KYTC.
Kentucky State Senate Transportation Chair Jimmy Higdon called for an investigation Tuesday into what he called a “betrayal of public trust,” according to Fox 56.
“The people of Kentucky deserve to know how widespread this revelation is, who allowed it, and what steps will be taken to prevent it in the future,” Hidgon said, according to the outlet.
“To now learn that illegal residents may have been fraudulently provided licenses and IDs, documents that could enable participation in our elections, is simply unacceptable. It’s an affront to good governance,” he stated.
