Johnson makes promise about government spending that doomed McCarthy

House Speaker Mike Johnson (R-LA) promised to pass appropriations bills through regular order in 2024, stressing that his laddered continuing resolution is “necessary” to avoid a large omnibus spending bill around the Christmas holiday break.

“I hate CRs. We shouldn’t do this, and next year, we will not do it,” Johnson said Tuesday on Fox and Friends.

Fox News host Lawrence Jones pressed the speaker on whether he was committing to passing funding measures through regular order after this continuing resolution. “Is that a commitment from you that next year, no CRs — you won’t sign onto it — that we will go through the regular order process?” he asked Johnson.

“That’s exactly right,” Johnson replied. “We will force it the way it is supposed to be done.”

Washington is “broken,” along with the appropriations process, according to the speaker. He touted the laddered continuing resolution as a “new innovation” and a “paradigm shift,” explaining that it will avert the possibility of a large omnibus spending bill being considered just before Christmas. “By doing this, we allow ourselves to do our job and fight for conservative principles,” he said.

Former Speaker Kevin McCarthy (R-CA) was removed in part for failing to fulfill his promise to conduct appropriations in regular order.

Several members of Johnson’s conference have said they won’t support the laddered continuing resolution when it heads to a vote Tuesday, forcing the measure to rely on Democratic support to pass.
