President Joe Biden will speak at a ceremony in Virginia honoring a transition for the Joint Chiefs of Staff.
Biden will lead the public in saying farewell to Gen. Mark A. Milley, the 20th chairman of the Joint Chiefs of Staff, and welcoming Charles Q. Brown Jr. as the 21st chairman in Fort Myer.

Brown served as the chief of staff of the Air Force before being nominated by Biden to serve as the next chairman, receiving bipartisan support. He will be the second black man to hold the position after already making history as the first black man to lead any branch of the U.S. military.
Sen. Tommy Tuberville (R-AL) held up nearly 300 senior military promotions, including Brown’s nomination, in protest of the Pentagon’s abortion policies. Tuberville had criticized Brown over his support of the military’s diversity efforts.

The Senate confirmed Brown to become chairman of the Joint Chiefs of Staff on Sept. 20 in an 83-11 vote. Milley’s term expires on Oct. 1.
Biden will deliver remarks at Fort Myer at 10 a.m. on Friday.
