President Joe Biden is delivering remarks as he welcomes a bipartisan group of mayors who attended the U.S. Conference of Mayors Winter Meeting this week.

Biden is expected to begin speaking at 3:45 p.m. EST from the White House on a snowy day in Washington, D.C.
